Minister Nabakooba Trounced as Court of Appeal Upholds Bagala’s Victory. The Court of Appeal has hammered the last nail on the Minister of Lands Judith Nabakooba’s coffin after squashing the lower court’s decision to overturn the victory of Hon Joyce Bagala as Mityana Woman MP.

In the Friday ruling, the Court of Appeal confirmed Bagala as the duly elected MP for Mityana District, thus overturning the High Court decision of October 2021 that had nullified Bagala’s win on grounds of bribery.

She accused NUP’s Bagala and the Electoral Commission of failing to ensure secure conditions necessary for the conduct of the election, which kept away registered voters from exercising their right to vote freely. She alleges that presiding officers from the Commission connived with Bagala and her agents to execute a well-organized scheme to procure prohibited persons to vote and facilitate impersonation of voters and multiple voting.

The Court of Appeal ruling is now the last nail on Nabakooba’s coffin and could mark the end of her political career. She will continue holding her ministerial position as an ex-officio until the next election in 2026.

Lands Minister Judith Nabakooba highlights 2021 achievements in New Year message. The Minister of Lands, Housing, and Urban Development Judith Nabakooba has said they have made considerable progress in 2021 and the New Year 2022 provides them with the opportunity to deliver on their mission of making the land sector work for every citizen.

In her New Year message, Nabakooba highlights some of the achievements of the ministry in 2021 and their areas of priority to focus on in 2022 as below;

Getting the law work for everyone. According to Nabakooba, last year they started the process of cleaning up the law on land ownership. The current law indirectly ‘provided for dual ownership’ of land between registered owners and bonafide bibanja owners. This grey area has been the source of insecurity in many parts of the country leading to loss of lives, property, and unending misery. The proposed amendments to the land act will create more peaceful and harmonious communities with the right conditions for every citizen to take part in the government’s efforts of wealth creation.

On the side of customary land registration, Government processed customary land certificates for families and communities in the following districts: In the Pader district in the sub-counties of Pader, Ogom, and Pajule, 1,000 Certificates of Customary Ownership (CCOs) were issued.

In Adjumani district in the sub-counties of Cifero, Ofua, Adropi, Pachara and Dzaipi, 4,000 Certificates of Customary Ownership (CCOs) were issued; In Kisoro district in the sub-counties of Murora, Nyakabande, Muramba, and Nyakinama, 12,000 Certificates of Customary Ownership were issued; In Kabale district, in the sub-counties of Kitumba, Rubaya, Kamuganguzi, and Buhara, 1,500 Certificates were issued;  In Butaleja district in the sub-counties of Mazzi Masa, Kachonga and Nabweyo, 1,200 Certificates were issued.

In Mbale district in the sub-counties of Bukashaka and Bungokho and in the Northern Division of Mbale city, a total of 600 certificates were issued; and in Namutumba District in the sub-counties of Ivukula, Nabweyo, Nangode, and Kibale, 602 Certificates were processed and are to be issued soon.

The Ministry carried out mobilization and sensitization for communities in the districts of Agago (Paimol and Wol sub-counties), Maracha (Kijomoro and Oluvu sub-counties) and Apac (Ibuje and Chegere sub-counties) on the benefits of customary land registration. So far 1,712 families have submitted applications at the sub-counties to register their customary land in those parts of Northern Uganda. Their land has been demarcated and the process to issue them with CCOs is in advanced stages.

Equality and Fairness. Through the Uganda Land Fund, the Ministry is enabling several lawful and bonafide bibanja owners to acquire registered interests. This has been made possible through negotiated settlements with absentee landlords willing to sell off their interests to the government. So far 33,036 acres have been acquired securing the rights of occupants on this land from eviction. Through this arrangement, the Ministry puts emphasis on the principle of Equality and Fairness working on a first-come, first-serve basis for everyone regardless of their political or social status. “Throughout this year, we shall continue to put forward these principles in all that we do. We shall endeavor to be transparent while minimizing any possibility of corruption in our work.”

Housing & Urban Developing. By securing people’s rights to occupancy, the Ministry is making it possible for everyone to have a place they call home. “In 2022, we are continuing with our targeted efforts to ensure that the current housing deficit reduces significantly. Prototypes of affordable and smart housing units have been developed and pushed out. 2022 is going to be a busy year for many of our new cities and urban centers, the Ministry has commissioned several funding programs that will enable these areas to undertake structural improvements in a number of key areas.”

Better organized Cities and Municipalities. It is everyone’s desire to live and work in well-organized cities. “Throughout 2022, we going to put effort in pushing for better physical planning. We shall be doing a lot of public education and awareness while also enforcing the existing laws. This way we shall edge closer towards our target of better organized and smart cities.”

The National Physical Planning Board. In line with the above efforts of better-organized Cities and Urban centers, the government has provided funds to support a fully functional physical planning board. The board is already making progress in supporting Local Governments in ensuring that they address gaps in infrastructure development and population distribution. They have also come up with a detailed guide that will guide the establishment of new fuel stations across the country. These guidelines are before the cabinet for approval.

Putting People at the Centre “We launched the Ministry of Lands Call-center (0 800 100 004) with the main purpose of enabling everyone throughout the country to access the Ministry. The Call center is doing a good job in tracking key hotspots inland evictions and other complaints giving our staff timely intervention,” Nabakooba said.

Under the Competitiveness Enterprise Development Programme, (CEDP AF), Customary landowners, who make up 80% of the unregistered land are going to have their land registered and placed in the Land Information System (LIS). The registration shall be at the sub-county level in rural areas and Divisions in urban areas.

All land administration institutions including MZOs, sub county customary land registries, Local Government level Land Managers, the LIS, the Private sector, Investors shall all benefit from the capacity building programs and infrastructure development efforts.

Professionals including (Lawyers, Surveyors, Physical Planners, Land Agents, and Architect’s among others shall benefit from accessing the LIS.

On 1st March 2022, the Ministry shall roll out full automation of its services to cut down on face-to-face interactions and improved service delivery. The services shall include: online submissions of transaction documents; searching the status of transactions submitted; searching parcels; searching titles; searching for encumbrances (e.g caveats, mortgages, and court orders).

There shall also be the systematic demarcation of land to issue freehold titles to citizens and full enhancement of the Survey geodetic network for improved, faster, accurate, and consistent surveys.

KAMPALA – The Minister for ICT and National Guidance, Hon. Judith Nabakooba has launched a Digitalized Postal Services Addressing System dubbed e-POSTA which will ease service delivery, and spur business and e-commerce for Ugandans.

At the launch the minister thanked H.E. the President Museveni for guiding the Government to set up an Innovation Fund for Young Entrepreneurs.

The Ministry started a competitive process that identifies credible young Ugandans who are given funding to assist them in developing practical Information Technology solutions.

Several IT applications have been tested and are being used country-wide. One such application is the Addressing System which the beneficiaries of the fund developed in collaboration with Posta Uganda.

In attendance was the Managing Director, Posta Uganda who said that Posta Uganda has used the System to connect 49 out of 108 of their offices country-wide, thereby enabling quick and reliable exchange of information.

Under Sections 115 and 116 of the Companies Act, it is a requirement for all companies to acquire and declare valid P.O. Box addresses before registration in Uganda.

The System has enabled on-line creation and management of Post Office Addresses (previously called P.O. Box Numbers) thereby easing fulfillment of the national law on the registration of companies and lately, filing annual returns.

KAMPALA – Following intelligence reports about planned activities that were going to cause chaos during and after the 2021 general elections, security forces caused operations where several arrests were made and allegations of torture were reported by the public and the media in the districts of Kampala, Wakiso, and the neighboring areas.

Security

On the 13th February 2021 His Excellency President Yoweri Museveni addressed the nation on the issue of “missing persons”, he instructed the Police and all other security agencies through the Minister for Internal Affairs Gen. Jeje Odong to provide a detailed report about all those who were arrested.

Hon Judith Nabakooba the Minister for ICT and National Guidance has this afternoon told www.grahadetails.com at the Ministry Headquarters that the update will enable the country to get a detailed account of who was arrested and for what reason.

Relatives of those arrested will be able to access those being held and if there any cases to answer they will be produced in the courts of law for justice to be done, she added.

Mis-information and Fake News

The minister has called upon members of the public to disregard any information that suggests arrested people were tortured however, she also warned Security officials who use torture against suspects that it’s against the law and they will be individually liable for the damage.

“I would like to assure the public that all the arrested persons have been kept well with dignity and the Government of Uganda does not support the torture or any form of violence against anyone.”

In his address last evening, President Museveni said that in situations where security officers went beyond and committed excesses like the torture of suspects; they will be dealt with.

The intervention is intended to put to rest some of the rumors and fake news that have emerged regarding some of the arrested individuals, Nabakooba said.

Wealth Creation

Government has mobilized resources in development projects like Emyoga, youth livelihood funds to boost the wealth creation agenda.

These require the beneficiaries to organize themselves in groups or SACCOS at the district and subcounty levels under the guidance of Community Development Officers to ensure that communities are well sensitized and mobilized on what to do.

According to the Presidential directive, in the next five years operation wealth creation has a target of 3million house holds per year.

International Relations

Hon. Nabakooba emphasized that all development partners should respect Uganda’s democracy and internal decisions.

International cooperation is based on mutual respect for each other with the understanding that no one is superior from the other, she said.

She also reminded school going children and institutions of higher learning to ensure that the COVID-19 operating guidelines are followed all the time.

Kampala – The Under Secretary in the Ministry of ICT and National Guidance Nkeramihigo Julius has asked newly recruited public servants to aspire to be part of the solutions if they are to have a meaningful career ahead of them.

Nkeramihigo was officiating the opening of a one-week induction training workshop organized by the Ministry at the Uganda Institute of Communication and Technology in Nakawa.

The recruits into the public service specifically the Communication and Technology sector were from the Ministry of ICT and National Guidance, Ministry of Energy, Ministry of Lands and Urban Development, Mulago Specialised Women’s Hospital, Education Service Commission, Judiciary, Ministry of Foreign Affairs, and the Information Technology Hub in Nakawa among others.

These include Data Network Engineers, Infrastructure Engineers, System administrators, Communicationofficers, Informationscientists, Information Technology Officers, and Information System Officers.

The induction training covered a wide range of topics that among others included, the institutionalization of the Communications and Technology sector in Ministries, Departments, and agencies from the Human Resource perspective, the institutionalism process of the Ministry of ICT and National Guidance, performance management, and performance appraisal in public service, practical filling of performance appraisal forms, taking Oaths and its implications in the public service standing orders and career guidance progression in the public service.

Other topics included discipline and disciplinary machinery and procedures in the public service, Basic concept of record management and information management, Terms and conditions of service in the public service, clinical overview of Advanced HIV Disease (AHD), code of conduct in the public service, Financial planning, talent identification and management, succession planning, Health and safety at the workplace, Government Communication, customer care, and Public Relations.

Nkeramihigo noted that as a way of preparing oneself for a meaningful career, it is a prerequisite for a public servant to cultivate and maintain a positive attitude towards work, an aspect that will enable them to solve problems as opposed to being part of them.

He added that with a positive attitude, all the other aspects that produce good results at the workplace like obedience, courage, and determination, improving one’s skills, self-confidence, inspiration and motivation, tenacity and resilience will be achieved. 

As a public service principle the participants took the official Oath and the Oath of secrecy.

While addressing the trainees, the Assistant Commissioner for Human Resource Management at the Ministry of ICT and National Guidance Judith Odoi asked public servants to work hard and get Government forms of appreciation like public praise, letters of appreciation, mementos, medals, salary increments, among others.

Ministry of ICT and National Guidance was created with a mandate to provide strategic leadership and supervision in ICTs and National Guidance for sustainable development.

KAMPALA – Uganda will conclude her general elections on 3rd February, 2021.

Speaking to the media this afternoon, the Minister for ICT and National Guidance, Hon Judith Nabakooba has acknowledged that during the campaign period, there was a lot of laxity regarding the prevention of COVID-19 which has led to an increase in confirmed cases among Ugandans.

As of today, Uganda stands at 39,533 confirmed cases of covid19 with 324 deaths whereby Kampala area with its neighboring districts of Wakiso, Mukono account for 50 percent of all cases countrywide.

The minister has called upon Ugandans to continue being vigilant and refocus their energies towards the fight against COVID-19 before the disease overwhelms the health sector.

She also asked countrymen and women to support the existing government programs such as wealth creation and youth livelihood funds among others to foster economic development.

The minister has reminded the public that the Communication from the Chief Justice Alfonse Owiny Dollo on contolling crowds in and around the courts of law during elections petitions activities is meant to prevent the spread of COVID-19 and strengthen the existing SOPs.

“Going forward, we have all been advised to stay away from the courts of law limiting presence to only the immediate parties and their lawyers.”

Reopening of schools for all learners to allow physical interactions is still on hold apart from those in candidate classes.

Nabakooba has warned schools that are secretly violating Government’s guidance emphasizing that students in non-candidate classes should stick on using scientific methods of learning because the conditions in places such as hostels and dormitories for boarding schools are a dark spot for the spread of covid19.

“Some hostels accommodate three times the number of students per room.

Other schools and higher institutions of learning do not have running water and are not doing well on the laid down Standard Operating Procedures.”

As the country waits for guidance from scientists and His Excellency the President, Nabakooba has revealed that yesterday Ministry of Education briefed the NRM caucus meeting about the state of preparedness to resume normal operations in academic institutions countrywide and that a full report will be presented to the cabinet tomorrow.

Last week, Government of Uganda launched a locally made covid19 drug which is undergoing clinical trials at Mulago National Refferal Hospital. This is hope to the full resumption of normal business in all sectors of the economy.

The minister has also confirmed that Government and security forces have received intelligence information that there are some individuals intimidating people, planning to cause chaos and eventually shut down the country between the 3rd and 7th February 2021.

The country is safe and security will work fast to arrest anyone planning to create chaos, Nabakooba said.

The Minister of ICT & National Guidance Hon. Judith Nabakooba has apologized to the country about the loss of lives and destruction of property that happened early last week on 18th November 2020 after the arrest of Hon. Kyagulanyi Sentamu Robert a presidential candidate.

She said the situation of violent demonstrations was unfortunate and expressed worries that the number of incidences could continue to grow if incidences are accounted for countrywide.

The Minister expressed a concern that in some of the images that have been shared in the media, indicate situations where people are directly attacking police officers who were trying to restore order.

However, she says that usually the victims of lawlessness are innocent pedestrians trying to get to safety or the early responders such as the police.

Hon. Nabakooba has condemned the mayhem and called upon everyone especially the youth to stay away from any form of rioting and any act that violets the law of the land.

“Starting fires in the middle of the road, looting, attacking others because of their political ideology is wrong and should be condemned by everyone.

I call upon the public to cooperate with the police in identifying the suspects behind these unfortunate incidences, she added. The Electoral Commission and Ministry of Health provided electoral guidelines which restrain the public on crowding including a limited number of 200 people for any public event.”

This was intended to guide the country in the national election amidst a pandemic that has claimed several lives.

The Minister singled out General Mugisha Muntu of ANT for being an exemplary leader who observes the SOPs during all his campaign meetings.

She also emphasized that it is everyone’s responsibility to prevent COVID-19 and if you must attend a campaign event, remember to have your mask on all the time.

All candidates have been reminded to work towards peace during the campaign period and to ensure that their campaign venues have water, soap and sanitizers for all those attending.

MITYANA – Speaking to the media this afternoon at Enro Hotel, the Minister of ICT & National Guidance Hon. Judith Nabakooba has asked citizens to drop all the complacence around COVID-19.

Every day, Uganda as a country continues to lose people to the deadly Covid19 disease.

In less than six months, the country has lost more than 140 people to the pandemic and some of these are children, civil servants, members of Parliament and many others.

Apart from those that have died, hundreds of others continue to fight for their lives every day in the Intensive Care Units around the country.

Information from the Ministry of Health is that country’s Intensive Care Units are actually full to capacity. This calls the Public to action and to understand that if you became critically ill today, access to the Intensive Care Unit may be difficult. Without the Intensive Care Unit, chances of survival are very few.

“At the beginning of the campaign period, we called upon everyone to be extra vigilant with the guidelines. Let us take seriously the guidance that has been given by the Ministry of Health. COVID-19 is a clear and present danger waiting to strike anyone anytime.”

Despite the sad reality, majority of Ugandans continue to crowd around presidential candidates in total disregard of any preventive guidelines.

The Minister has emphasized that all candidates should lead by example, “do not lead your people to death when you know how they can be kept safe.”

All sectors that have been reopened should ensure that they respect the agreed upon guidelines, she added.

Earlier this week Ministry of Health came out and revised some of the burial restrictions where family members and the community can now take part in the burial of their loved ones lost to COVID-19. However, this must be conducted basing on the existing guidelines.

As of Friday 13th, Uganda had registered 144 COVID-19 deaths. The total number of infections was at 15,789.
