According to a letter dated 16^th May, 2022, the Chairperson of the Uganda Electoral Commission Justice Simon Byabakama says campaign meetings will commence from May 16, 2022 to May 24, 2022 starting at 7:00am and ending at 6:00pm on each of the campaign dates.

Byabakama further emphasizes that during this period, candidates shall not use or publish any language or defamatory words, which incite disorder, hatred, violence or which threaten war and their agents and the public should adhere to the harmonized programme and set rules and regulations guiding the campaign period.

Also May 26, 2022 is the designated polling day and that voting shall be by universal adult suffrage, and shall only take place at polling stations in Omoro  County Constituency, beginning at 7:00am till 4:00pm and there after the counting of votes and declaration of results shall take place. Political parties and independent candidates have been encouraged to station their agents at polling stations throughout the Constituency. “Other than observing the exercise, candidates’ agents shall not be expected to interfere with the polling process. All persons participating in the above electoral exercise shall be required to comply with guidelines issued by the Electoral Commission in accordance with the Government of Uganda and Ministry of Health measures against the spread of Covid-19. This includes observing social distancing and wearing masks,” Justice Byabakama said.

Six (6) candidates were nominated to contest for the seat of Directly-elected Member of Parliament, namely; Onen Jimmy Walter (IND), Odonga Terence (IND), Tolit Simon Akecha (NUP), Kizza Oscar (ANT), Ojok Andrew Oulanyah (NRM) and Odong Justine (FDC).

The EC on Friday May 13, 2022 concluded nominations of candidates who are vying to fill the void that was left by the death of Jacob Oulanyah in what was a two-day exercise.

The EC’s Omoro district returning officer Moses Kagona said in a statement that out of the 12 candidates who picked nomination forms, only six fulfilled all the requirements.

“Six (6) candidates, namely; Onen Jimmy Walter (IND), Odonga Terence (IND), Tolit Simon Akecha (NUP), Kizza Oscar (ANT), Ojok Andrew Oulanyah (NRM) and Odong Justine (FDC) have been nominated to contest for the seat of Directly-elected Member of Parliament,” the EC said in a statement.

According to the EC program, the six candidates will have 10 days to campaign and rally support across Omoro from Monday, May 16 – Tuesday, May 24, 2022.

The by-elections will then be held on May 26, 2022.

The party chairman Gen Yoweri Kaguta Museveni and members of the ruling National Resistance Movement political party agreed that Andrew Ojok Oulanyah was best suited to compete for the seat and replace his father, and the other 3 aspirants who had earlier shown interest in the seat have since stepped down in honour of the fallen Speaker, Jacob Oulanyah.

Police have summoned the father of the fallen speaker, National Unity Platform (NUP) President Robert Kyagulanyi (Bobi Wine), Vice-chairman NRM Buganda, Godfrey Kiwanda, MP Gilbert Oulanya, and Minister Chris Baryomunsi to assist with ongoing investigations surrounding allegations that the late speaker was poisoned.

This comes in the wake of the country’s president, Yoweri Museveni, warning the citizenry against engaging in unfounded allegations surrounding the fallen speaker’s death, lest they be summoned to assist the police with investigations pertaining to the matter.

The allegations were kicked off by the late speaker’s dad, who reported to the media that his son confessed to him that he was poisoned.

Bobi Wine, the leader of NUP, further noted that he wanted police to speed up investigations surrounding the passing of the leader.

Godfrey Kiwanda, the former mister of tourism and ruling NRM Vice Chairperson, also fueled the allegations, disclosing that the late Speaker of Parliament, told him that he was poisoned.

Kiwanda made these allegations while appearing on Capital FM’s “The Capital Gang” show.

Kiwanda noted that as much as Oulanyah had other underlying illnesses, the fact that he was poisoned should not be ruled out.

“Yes, he told me he was poisoned, and he asked me not to tell anyone. However, I disclosed it to Hon Chris Baryomunsi, “said Kiwanda.

Kiwanda added that Oulanyah’s condition worsened after 4-5 months.

Kiwanda’s claims came just a day after Nathan L’Okori, the father of Oulanyah, insisted that his son did not die of natural causes but was poisoned.

According to police spokesperson Fred Enanga, tests performed on the deceased’s body indicate that no form of poison was in the fallen giant’s body and therefore all parties harboring information that Oulanyah was poisoned are to be called to the police to assist with investigations.

It is not in the memory of man that this beleaguered, unfortunate, but nonetheless proud community has found a braver, more gallant young champion than this Acholi man who lies before us – unconquered still. 

The Jacob we knew despite his success and countrywide fame still wondered am I good enough, am I pretty enough, will they like me? It was a burden that made him great and the part that caused him to stumble in the end.

Jacob if you could hear us now, we would tell you, you weren’t just good enough, you were great, and you weren’t just pretty you were as handsome as a man could be. People didn’t just like you Jacob they loved you! 

And now you’re gone too soon leaving us with memories, memories of the little man who came out in the 90s in front of the ones that loved you first, in front of the ones that loved you best, and loved you the longest.  

What you did is the rarest of achievements. You set the bars so high that professional lawyers and politicians will now only want to be like you! Dreaming of being you someday!

All those young men who are dreaming that dream; maybe think they aren’t good enough! I think Jacob would tell you to guard your bodies and guard the precious miracle of your own life. And be the best of yourself and make God wonder how He created something so perfect.

Jacob was our manhood, our living, black manhood! This was his meaning to his people. And, in honouring him, we honour the best in ourselves. 

Jacob, we will know him then for what he was and is – a Prince – our own black shining Prince! – who couldn’t hesitate to die, because he loved us so.”

Omoro County Constituency Parliamentary seat fell vacant following the death of the former Member of Parliament and former Speaker of Parliament, the Rt. Hon. Jacob L’Okori Oulanyah on the 20^th March 2022 in Seattle, United States of America.

The Minister of Health, Hon. Jane Ruth Aceng while presenting a report on Oulanyah’s health at a special sitting of the House to honour the former speaker on Tuesday, 05 April 2022 said that the immediate cause of death of the former Speaker was multiple organ failure.

“The heart, lungs, liver, and kidney all failed. The liver started failing while he was in Uganda and the lungs had started collecting fluids,” Aceng said.

The Secretary to the Commission Mulekwah R. J. Leonard has also revealed that during the same electoral program for Member of Parliament for Omoro County, the Commission will also fill the vacancy for District Woman Councillor representing Lalogi/Lakwaya Electoral Area, Omoro District upon her resignation.

The process is scheduled to start with the registration of voters and an update of the National Voters’ Register from 14th to 19th April 2022, in the thirty-seven (37) parishes in Omoro County Constituency. The display of the National Voters’ Register will be conducted from 25th April to 5th May 2022, at all the eighty-four (84) polling stations in Omoro County.

OTHER SPECIAL DATES:

• Nomination of candidates will be conducted for a period of two days, (Thursday 12th and Friday 13th May 2022) at Omoro District Council Hall.

• Campaign meetings for candidates for Member of Parliament and District Woman Councillor will be held from (16th to 24th May 2022).

• Polling for Member of Parliament and District Woman Councillor shall take place on Thursday 26th May 2022 at all polling stations in Omoro County Constituency, and (polling) shall start at 7:00 am and close at 4:00 pm.

The Minister has also explained that the day will be observed as a Public Holiday throughout country to create time for Citizens to attend the Burial of the deceased.

Hon. Frank Tumwebaze KAGYIGYI: We gather here with heavy hearts to pay tribute to our leader. Hon Colleagues, the late was an all-round human being. He stood for the true spirit of Ubuntu (humanity). He exhibited & exuded UBUNTU. 

He taught us many things but most importantly being humble & tolerant especially when under provocation. As leaders we live with many provocative situations but OJ, taught us restraint.

 I therefore, appeal to Colleagues, that let’s continue to embrace & live true to his instructive counsel of “Sharpening our arguments not voices”

OJ was brilliant. His intellectual depth was phenomenal. That is why we elected him. We never elected him for affirmative action to balance a certain region or religion but bse of his abilities. He wasn’t a populist. He stood for politics of ANSWER & not politics of ANGER.

Colleagues, a brilliant person will always be noticed wherever he/she is, irrespective of the political side he/she sits on.

If u stand for mediocrity, still u will be seen & known for that. Competence like OJ’s can never be suppressed no matter what. OJ had to be speaker.

Madam speaker, in OJ, the biblical teaching of the “DEAD aren’t DEAD” is true.

Spiritually he is not dead. We all know that he prepared his journey to heaven & traditionally as we believe, OJ is very alive in the gifts of children God gave him. This gives me peace & hope.

Last night at his last Vigil, Andrew his son made his dad & all of us proud. He exhibited maturity, wisdom & strength of character being a true reflection of Jacob.

It’s my prayer that the people of Omoro can see the leader in Andrew & send him here to replace his dad.

May the soul of RT HON Jacob rest in eternal peace.

While briefing a special sitting of Parliament in honour of the late Speaker of Parliament of Uganda on Tuesday, Health Minister Dr. Jane Aceng said Oulanyah suffered heart, lungs, kidney and liver failure.

Aceng has told parliament that Oulanyah’s liver started failing while he was still in Uganda and this, was followed by complications in his lungs as it started collecting fluids but the kidney and heart failed while in Seattle.

The Minister who is also a qualified doctor revealed that Oulanyah also had multiple bacterial infections while still at home and further suffered viral infections while in Seattle. The treatment for viral infections further suppressed the bone marrow.

According to Dr. Aceng, Oulanyah’s ill health traces back to 2019 when he (Oulanyah) discovered he had a swelling in the neck. It was a relatively big swelling and took Oulanyah to seek medical attention in Germany.

“The swelling was removed, analyzed and he was told it was cancer. Oulanyah was started on treatment which he finished in Uganda at the Cancer Institute,” Dr. Aceng said.

It has been ascertained that from then, Oulanyah started visiting several other hospitals in a bid to get treatment for the same illness however when the covid-19 pandemic and lockdown came there were challenges and the 2021 election campaigns.

Oulanyah didn’t get time to go for treatment abroad and by the time Oulanyah was flown out of the country, his condition had deteriorated.

According to Dr. Aceng, because of the suppressed bone marrow, his body could not produce white and red blood cells whereas he had also developed multi-drug resistant bacteria which he had acquired after staying in hospital for too long.

Oulanyah was admitted at a specialized hospital in Seattle, Unites States of America where he was announced dead on March 20, 2022..
