Emyooga UGX130 million lost in Kole district. Graha Details has learned that more than 130 Million Shillings for the Emyooga program are unaccounted for in Kole District.

Kole North Constituency being the most affected, the project received 500 Million Shillings and this was disbursed to 16 SACCOs.

A report by Members of Parliament assessing the program shows that the funds were fraudulently withdrawn from the SACCO accounts under the authorization of the District Commercial Officer.

For instance, Kole North performing artists SACCO received only 13 Million Shillings although 30 Million Shillings had been withdrawn from their account.

Kole North local leaders SACCO received 46 Million Shillings despite 56 Million Shillings being withdrawn from their accounts.

Another Sacco, Kole North Mechanics SACCO was supposed to receive 30 Million Shillings but were given 17 Million Shillings.

The report also revealed that there were 22 cases where funds were withdrawn from the SACCO accounts through false pretense.

The MPs also unearthed irregularities where funds were withdrawn in the names of the associations as indicated on the bank statements but less money remitted to the association.

Alex Jimmy Okello, the Chairperson of Kole North Women Entrepreneurship SACCO says they were able to receive their funding only after committing to give Emmanuel Okao, the Assistant District Commercial officer 500,000 Shillings.

Agnes Atim, the chairperson of Okwerodot Tailor’s Association which is under Kole North Tailor’s SACCO accused the commercial officer together with their SACCO’s chairperson of swindling 970,000 Shillings from their account.

Following the complaints from the Saccos, Joseph Okello, the District Commercial Officer was arrested and later released after recording statements. His assistant Emmanuel Okao is on the run.

Samuel Opio Acuti, the Kole North MP asked the Chief Administrative Officer Andrew Leru to take disciplinary action against staff in the office of the District Commercial Officer.

Joel Ludwali Luciyamoi, the Credit Assistant at the Microfinance Support Center informed the MPs that they never received any complaints of bribery and kickbacks by the district officials.

Emyooga: Each constituency to receive Shs 560M as a grant “non-refundable”

In 2019, Government of Uganda committed itself to transform 68% of the country’s homesteads currently in subsistence to market orientation through a special program dubbed Presidential Initiative on Wealth and Job Creation (Emyooga).

The programme which is being implemented by the Microfinance Support Centre Ltd, through the Ministry of Finance, Planning and Economic Development is intended to provide affordable credit to the active poor through Cooperative Unions, SACCOs, MFIs, groups and SMEs with assessed actual existence, legal status and leadership structures.

Ms. Phiona Muhebwa the Incharge Communications Emyooga says a total of 190,710 Emyooga parish based associations have been mobilized across the country with 70,133 of them already validated.

Saving is a requirement for the savings associations to access funding under the Emyooga initiative. During the validation exercise for the savings associations, it was established that in different areas – from Mukono to Mutukula, Soroti, Serere, Jinja, Kassanda and Masaka, Iganga, Kaliro, Mbale, Lira, Arua– a number of savings associations that were set up within the past 8Months have embraced the culture of savings, she added.

Government has developed the guide to equip leaders at different levels with skills and competencies to manage the SACCOs in an efficient and sustainable manner with basics on financial and records management, Sacco governance, savings mobilization, among others.

The Office of the State Minister for Microfinance and the Microfinance Support Centre (MSC) say that they have carried out mobilization and sensitization meetings of district leaders, local leaders and political leaders in 146 Districts, 353 Constituencies, 2,184 Sub counties/Municipal Divisions 10,595 Parishes and 70,626 villages.

Government has set aside Shs 260 billion to fund Emyooga SACCOs across the country with each constituency to receive Shs 560 million as a grant (non-refundable).

As of today, The Microfinance Support Centre had disbursed Shs 20 Billion to 660 constituency-based Sacco’s in the districts of Budaka, Bukwo, Kapchorwa, Kitgum, Kiboga, Busia, Alebtong, Kalungu, Kaberamaido, Kalaki, Iganga, Bukomansimbi, Serere and Bukedea.
