Abbey Musinguzi, better known as Abitex, was arrested following a stampede during a New Year’s Eve celebration in Freedom City that claimed ten lives.

Police spokesperson Fred Enanga told media this afternoon at the Naguru police headquarters that they are also looking for other event organizers who were involved in the tragic occurrence.

According to Enanga, Abitex is accused of carelessness that might have resulted in the deaths of ten people.

He adds that they are exploring a similar prosecution against the parents of the youngsters under the age of 18 who perished in the stampede.

The Electoral Commission of Uganda has come out to demystify a story recently published on 22 October 2022 by theinspector.co.ug a local news website, under the headline: Relief as Ugandans can now access Presidential Elections Results Online.

In the article, the author states that an NGO Sensitize Uganda’ has finally made available to the general public, all the detailed results of Presidential Elections held in Uganda since 1996, via their online web portal.

In a statement released on 22^nd October, 2022, the Uganda Electoral Commission reveals that the detailed results of elections become available to the public right from the polling stations after the counting, at the District/City Tally Centres during the tallying, announcing and declaration, and in the case of Presidential Elections, during the tallying and final declaration at the National Tally Center, detailed results are availed to candidates, observers and the media, and then uploaded on the website for access by the public.

“The detailed results of Presidential Elections held in 1996, 2001, 2006, 2011, 2016 and 2021, as declared, have always been available for access by the general public and interested individuals, researchers and institutions on the EC website.

Further to the above, the Commission has, for each of the above elections, produced and submitted to Parliament through the Minister of Justice and Constitutional Affairs, a comprehensive report on the elections. This submission is done within a period of six months after the declaration of the results, in accordance with Section 12 (1)(0) of the Electoral Commission Act, Cap 140.”

Leonard Mulekwah the Secretary to the Commission notes that the said organization has indeed analyzed and visually presented the data, using the detailed results obtained from the EC website. It is, therefore, contradictory and misleading to state that the detailed results have all along, been unavailable to the general public.

The Commission further guides the general public, interested individuals and researchers to ensure that they acknowledge their source(s) and guide their readers to the relevant official Electoral Commission reports and website for any further details, he added.

Mulekwah has also urged the public to always contact the Electoral Commission public relations office for any information relating to elections results, as the Electoral Commission is the only institution mandated by the Constitution of the Republic of Uganda to ascertain, publish and declare in writing under its seal the results of the elections in Uganda.

After Muhammad Kabanda claimed Old Kampala Hospital removed his kidney without his permission, police took over the investigation and ordered the scan, which was done at Kampala Imaging Centre.

However, the results of the abdomen scan revealed that Kabanda only had the right kidney at birth, a condition known as renal agenesis in medicine.

According to doctors, kids who only have one kidney are completely healthy and lead regular lives.

To maintain the health of their single kidney, they must be watched, nevertheless.

Dr. Moses Byaruhanga, the Director of Police Health Services, handed the family the scan results on Saturday and said that Kabanda was born with one kidney that was larger than the average kidney and that he had numerous renal arteries, even though there is typically only one artery per kidney.

“A renal artery is intended to be one, but in this case, there are several renal arteries present to maintain the right kidney’s aberrant structure and make up for the left kidney’s absence. This is what the scan shows,” Dr. Byaruhanga said.
He went on to say that it was ludicrous because the surgeon had chosen a tissue from the side of the body where there was no kidney.

Because these tissues are compatible and difficult for the body to reject, Dr. Byaruhanga explains that when a surgeon requires a tissue to use during the procedure, it is extracted from the patient’s body.

Dr. Byaruhanga stated that when a patient needs a repair during surgery, the tissue must be taken from the patient because the body might reject a foreign tissue from another person and cause a reaction. He also added that the tissue is taken from a section of the body that has some fat and that the cutting to obtain a tissue is made on the surface, not deep into the body.

The incision made on Kabanda’s belly, which was just about 10 centimetres long, was unlikely to be one for kidney harvesting, according to Dr. Byaruhanga. He claims that typically, a surgeon would make a larger cutting when removing a large organ like a kidney.

However, Kabanda continued to be unsatisfied and continues to question the findings that said he was born with one kidney.

Kabanda filed a report with the Old Kampala police station earlier this week, stating that when he went for treatment for injuries he received in an accident, his left kidney was removed. According to him, he was requested to pay 3.35 million shillings to fund the surgery on his seriously wounded forehead.

On September 25, 2022, a surgeon he recognised as Dr. Alex Mugalu took him for surgery. Kabanda reports that he was shocked to find himself with two wounds—one on his forehead and the other on his abdomen—when he exited the theatre. The surgeon claimed, however, that he had used abdominal body tissue to cover the head wound.

However, Kabanda had a sneaking suspicion that his organs had been taken, which led him to have scans at Malcolm Health Care and Mengo Hospital, which showed he only had one kidney. He then called the police to report the incident.

As police started their investigations, Dr. Richard Ambayo, a police surgeon, advised that either a brain CT scan or an abdominal pelvis CT scan be performed at Mulago Hospital or Kampala Imaging Center. Dr. Ambayo inquired in his referral notes as to whether Kabanda had one or two kidneys and whether any had been removed through surgery. On Friday, Kabanda went for the scans.

Dr. Ssentongo Katumba, the registrar of the Uganda Medical Council, said that investigations into the incident have been begun and that the hospital and the accused doctor have since provided a defence and the patient’s records. According to Dr. Katumba, they have invited Kabanda for a checkup to assist them in conducting a separate inquiry.

“We must understand what took place. We anticipate seeing him on Monday so we can assess him. Since the issue is public knowledge and the public needs to be informed, it is crucial that we obtain answers and notify the public, according to Dr. Katumba.

The Minister of State for Internal Affairs, Gen. David Muhoozi visited CID Headquarters and addressed the Officers on strategic priorities and gaps in the performance of the Directorate.

In his address, the minister advised the officers to understand and promote the goals of the Government in keeping law and order, maintaining peace and stability, to foster socio-economic development and transformation.

“This is an upright calling you have chosen, but one with lots of expectations. The task to you is to either be as tall as the expectations we have in you, of erasing the trust deficit in CID and Police generally and being the seeds for a respectable, accountable, effective and professional CID/ Police Force,” he said.

The Minister also emphasized the need for discipline among the officers. 

“You need to be self-disciplined and orderly; you need to be ideologically clear. You need to be patriotic and loyal to your country, be smart and curious,” Gen Muhoozi said

“Always be on top of the game, to beat crime in all its aspects- homicide, narcotics, sexual offences, cybercrime, and Crime against the state, etc,” he added.

The minister said he is hopeful that the officers will choose to be the good “seed for a better CID, a better Uganda Police Force, and a better Uganda”.

Gen. Muhoozi is the former Chief of Defence forces of Uganda People’s Defence Forces (UPDF), he attended the Uganda Military Academy, attended the Company Commander course at Monduli, Tanzania, the Senior Command and Staff College course in Ghana, and later he was admitted to the Royal College of Defence Studies.

According to the Uganda Police Force s a result, a composite tactical team from Counter-Terrorism, CMI, Forensics, Crime Intelligence, ISO and operations, visited the scene and condoned it off, for a thorough assessment and the team has since established that the attack on the convoy, was instead as a result of an improvised explosive device, planted on the roadside, below the guard rail, at a remote location, in Kalandezi village.   

The Police Spokesperson CP Enanga Fred has said the task team recovered a variety of IED components that included; shattered detonator parts, pieces of wire, cut pieces of iron bars, shattered aluminium pieces, and metal fragments, all designed to increase the number of shrapnel propelled by the explosive device.   

“There were no bullets or cartridges at the scene. We are grateful that the Principal Judge and his team were not injured.  The vehicle of the Principal Judge and the lead car had minor damages from the impact of the metallic fragments.” 

It should be noted that the first and similar incident occurred, on the 17.04.2022, at around 9:30 pm, when Busasira Alex, while driving in the company of his wife, from Kampala to Kabale in a motor vehicle, registration number, UBJ399A, were hit by an IED, which was detonated and metallic shrapnel damaged his vehicle, along the Masaka-Kinoni section at Kyangoma LCI, Nkoni Parish, Kingo Sub- County, Lwengo district.  

Busasira’s vehicle was perforated by metallic pieces, some of which were picked from the body of the motor vehicle.  The victims did not stop, despite the tyre burst and drove miles ahead. The following morning, our task teams, recovered metallic fragments, scattered around the scene. 

Enanga has referred to the situation as a cowardly attack and he says the tactical teams are now aware of this new kind of threat on the roads, targeting motorists.  

In addition, Enanga says there is no immediate claim of responsibility for the attack, the nature of the attack, roadside explosives and the timing of both incidents and there is no evidence at this stage, to show whether the Principal Judge’s vehicle, was the intended target or a random incident of attack on any government vehicle.

The Commercial Division of the Court in Kampala has blocked Stanbic Bank and its agents from evicting an elderly woman, Agaba Halima whose land title in Kibuga Block 18 plot 697, Nateete was fraudulently mortgaged to the bank without her knowledge and consent.

Ms Flavia K. Nabakooza, the Commercial Court Registrar issued an interim order after considering the plea of the elderly woman due to be evicted by the Bank through bailiffs sent by their lawyers of Acadia Advocates, acting on behalf of the bank.

“….An interim order doth issue, restraining the Respondent, and its agents, servants, or any person acting on its behalf from (a) selling the suit land known as Kibuga block 18 plot 697 Nateete, and (b) evicting the applicant or interfering with her possession, use and quiet enjoyment of the suit land, until MA NO. 47 OF 2022 is heard interparties on 24th of January, 2022 at 2:40pm,” the Court directed.
The order has since been extended to February 20, 2022.

Documents tendered in Court have pinned brokers from Libra Court Bailiffs and Auctioneers, with a WhatsApp chat on court record showing that they were conniving to sale the property at Shs 1.6 billion and share commission proceeds with bank officials and lawyers.

Ms Halima Agaba, who is elderly, has since requested for the intervention of President Museveni the Prime Minister Robinah Nabbanja to rescue her from the fraud she says is orchestrated by the bank.

Background:
Ms. Halima Agaba, a resident of Nateete in Lubaga Division through her lawyers M/S Waymo Advocates ran to court—jointly suing Stanbic Bank Uganda and her foster son Francis Agaba—asking Court to declare that the impugned mortgage of her land comprised in Kibuga block 18 plot 697 Nateete is illegal and or fraudulent —also listing concrete grounds to her defense.

Documents submitted to court show that Halima is the registered proprietor of the suit land which is a family land where she ordinarily resides with her family.

Halima told court that she helped to raise Francis Agaba after he lost his biological parents at an early age.

Agaba lived with and was brought up as a son by Halima until he became independent.

In 2018, Halima says that she left her certificate of title of the suit land with Agaba for transfer to her names and for safe custody having trusted him as a son.

In November 2019, Agaba advised Halima to sign a formal document showing she has left the title with him for safe custody.

Later on, court documents show that Agaba came to Halima’s home in Nateete with some documents written in English for her to sign which he said was to formalize the safe custody of the title.

Documents also show that Agaba intentionally did not translate the said document to Halima in Rukiga before signing yet he knows Halima is illiterate in English language.

“Having trusted Agaba as a son, Halima signed the said document in Agaba’s presence believing that it was to formalize safe custody of her title. After signing, Agaba took all copies leaving none to Halima on the pretext that he needed to register them first,” the court documents further state.

Later in February 2020, Agaba informed Halima that he had borrowed UGX900M from the bank and deposited her title as security and that the document Halima had signed earlier was a mortgage agreement.

“Since Halima did not authorize Agaba to deposit the title with the bank or mortgage it, she got furious and ordered Agaba to return her title immediately unencumbered as the suit land is a family property. Agaba informed Halima that he had used the loan to make supplies to government schools in Northern Uganda and that the schools were on the verge of paying him immediately”

“Agaba firmly assured Halima that sooner than later, he would have paid off the loan, redeemed and returned Halima’s title to her. Since then till now, Agaba has not returned Halima’s suit title to her claiming the bank is yet to release the title,” the court documents state.

Halima insisted that she has never deposited her title with the bank for any reason neither has she ever appeared at the bank to request for or negotiate the alleged loan or mortgage—telling off Stanbic Bank Uganda to return her title and sort themselves with Agaba since the land transaction was illegal, null and void in.

“No other person except Agaba was present when Halima was signing the alleged mortgage deed and the affixed stamp of the alleged witness is a falsified attestation”, documents further say.

Working with Agaba, the contraversial land transaction is said to have been negotiated and frustrated by Kenneth Kawalya, Nassanga Margaret, Joshua Kitamirike, Edgar Isagara and recovery team all workers of Stanbic Bank Uganda who are believed to be behind this all fraud.

Key grounds:
Halima says the documents brought up for signing were not translated to her contrary to ss. 3 & 4 of Illiterates Protection Act and that the full name and address of the person who wrote the deed is not stated contrary to ss. 3 & 4 of Illiterates Protection Act.

Halima’s signature was not as a witness contrary to s. 147 of RTA by whoever affixed his or her stamp
“The signature of the alleged witness is scribbled contrary to s. 148 of RTA.

Halima further contends that the impugned mortgage is tainted with fraud in so far as Agaba lied to Halima that the mortgage deed was a document to formalize safe custody of her title well knowing she is illiterate in English language

She also insists that the troubled Agaba intentionally refused to explain the correct nature and meaning of the mortgage deed to her and that he connived with the bank staff to defraud her property.

Halima has also castigated Stanbic Bank Uganda Limited for failing to make inquiries from her as the registered owner/mortgagor before executing the mortgage.

“Falsified attestation and scribbled signatures contrary to ss. 147 & 148 of RTA….and intentionally omitting a certificate of translation and the true and full name of the person who wrote the mortgage deed contrary to ss. 3 & 4 of Illiterates Protection Act yet the defendants knew or ought to have known that Halima is illiterate”, the document say—noting that Agaba connived with the bank to deceptively create a mortgage over the suit land.

Demands:
Halima avers that she has suffered great hardship, inconvenience, stress and mental anguish due to the fraudulent conduct of Stanbic Bank Uganda and Agaba for which she holds them jointly and severally liable in damages.

“The cause of action arose in Kampala within the jurisdiction of this court and the value of the subject matter exceeds UGX 400,000,000,” the documents add—with Halima too, praying court to declare that the mortgage of the suit land is illegal, null and void and of no legal effect.

She also wants the Court to declare that the impugned mortgage is tainted with fraud but also issuing an order setting aside the mortgage.

Halima also wants court to order Stanbic Bank Uganda to deliver Halima’s certificate of title to her and set permanent injunction restraining the bank, its agents or servants from entering, alienating, dealing and or in any way interfering with Halima’s ownership, use and or quiet possession and enjoyment of the suit land.

Other demands include general damages with interest at court rate from the date of judgment till full payment, exemplary damages with interest at court rate from the date of judgment till full payment, costs of the suit and further relief court may deem fit.

ASP Luke Owoyesigyire, the Kampala Metropolitan Deputy police spokesperson identified the deceased as Peter Apangu who was on Thursday 30th December 2021 afternoon found dead in a taxi registration number, UAU 859L that was traveling from Katooke, Bwaise to Kampala City.

It is alleged that when the taxi reached Nakivubo, the taxi operators tried to wake up Apangu to pay the fares only to realize that he was dead.

The homicide team later visited the scene and realized the deceased had a swelling on the eye raising suspicions that he had been beaten or hit.

Police later retrieved the body and conveyed it to Mulago hospital mortuary pending postmortem to establish the real cause of his death.

Owoyesigyire revealed that police have also arrested the driver of the motor vehicle John Semwogerere and Bruno Mawejje to aid in the ongoing investigations.

This call was on Friday 10th December 2021 made by the Inspector General of Police Martins Okoth Ochola at Police headquarters Naguru while presiding over a farewell and walkout ceremony of 155 retiring Police officers.

Among the retired officers included those from the rank of Inspector of Police and below with 59 Inspectorates (AIP and IP), 48 Sergeants  27 Corporals, and 21 Constables.

According to IGP Ochola, the manner the retiring officers have conducted themselves over the years, the skills and knowledge acquired, they will remain the mirrors and ambassadors of the Police force wherever they go.

“As Uganda Police Force (UPF) management, we hold these farewell functions as a sign of appreciation to our officers who conclude the tough, challenging and at times thankless and heartbreaking years of Police service”, Ochola added.

The IGP stressed that it is therefore only through such a gathering that they are accorded a lifetime opportunity to express gratitude, respect, reverence, and honor to their own officers whose invaluable contributions are hardly brought to light.

Ochola revealed that the officers started service in this institution when they were many but some of their colleagues they joined with, fell by the wayside hence applauding the retiring ones for having endured and diligently served the country to attain the impressive milestone in their lives with great integrity.

“After many years of strenuous Police duties, you are now relieved from the compulsory strains with honor and dignity, and it is for this reason that those who are still in service, should look at you with admiration and gratitude for a job well -done.  Therefore, consider this function as a collective token of appreciation for a great journey of your achievements and beautiful memories”, he added.

According to the IGP, as the few post-service challenges await the retiring officers, he has no doubt that the tough Policing challenges that they experienced were adequate to prepare them for greater challenges ahead and to nurture them to build a strong foundation for the current new chapter in life thus imploring them to remain honest to themselves, sincere, humble to fellow beings and affectionate to their family members and the community.

In a special way, Ochola extended great appreciation to the retiring officers’ spouses and other family members that have kept at their side through thick and thin stressing that to accomplish Police duties requires amazing, loving, and supportive families with a tremendous amount of faith, love, mercy, endurance, and grace.

Ochola acknowledged with gratitude the day’s facilitators for the knowledge given to their colleagues stressing that their topics have been very enriching and insightful.

“I applaud every one of you for your valuable contributions to the UPF, it was a pleasure for all of us to work with you on every occasion” he concluded.

A triple suicide bombing killed three people in the heart of Kampala on Tuesday morning, sending lawmakers and others rushing for cover as cars burst into flames.

The two explosions occurred at an interval of three (3) minutes from each other in the morning at a distance of about 1.1 kilometers from each crime scene.

The street security cameras at both crime scenes show that the attacks were carried out by individuals carrying explosives. A possible attack on a third target was foiled by police, who pursued and disarmed a suspected suicide bomber, a police spokesperson Fred Enanga said.

One blast was near a police station and the other on a street near the parliamentary building, according to police and witnesses. The explosion near parliament appeared to hit closer to a building housing an insurance company and the subsequent fire engulfed cars parked outside.

At least thirty-three (33) people were being treated at the city’s main public referral hospital (Mulago) of which (5) Five were critically injured and the rest sustained manageable injuries, Enanga said.

People rushed to leave the city in the aftermath of the attacks, many on passenger motorcycles, as police cordoned off wide areas near the blast scenes, footage posted on social media showed.

Ugandan officials have been urging vigilance in the wake of a string of bomb explosions in recent weeks.

One person was killed and at least seven others wounded in an explosion at Digida eating place a restaurant in Komamboga a suburb of Kampala on 23 October.

Another explosion two days later on a passenger bus killed only the suicide bomber, according to police.

Even before those attacks, the UK government had updated its Uganda travel advisory to say extremists were “very likely to try to carry out attacks” in the east African country.

The Allied Democratic Forces, an affiliate of the Islamic State in central Africa, claimed responsibility for the attack on the restaurant.

Enanga said Tuesday’s attacks bore “the hallmarks” of the work of this group, although there was no immediate claim of responsibility.

At least 150 planned attacks had recently been defused, he said, describing a “domestic terror group” eager to carry out more attacks.

The Allied Democratic Forces has long been opposed to the sitting Government of President Yoweri Kaguta Museveni, a US security ally who was the first African leader to deploy peacekeepers in Somalia to protect the federal government from the extremist group al-Shabaab.

In retaliation over Uganda’s deployment of troops to Somalia, the group carried out attacks in 2010 that killed at least 70 people who had assembled in public places in Kampala to watch a football World Cup game.

At about 10:30hours, the CMI/Police squads injured and captured the third terrorist in the area of Katooke, Bwaise with his bomb. He, later, died but gave us very good information before dying. His name is Musa Mudasiri.

The bomber of CPS was by the name of Mansoor Uthman and one of the IGG offices is by the name of Wanjusi Abdallah. All these are part of the ADF group that attacked Gen. Katumba in June.

As I told the country before, by attacking Gen. Katumba, these terrorists, exposed themselves at a time when our security (anti-crime) infrastructure has improved, compared to what it was in 2018 when I made the speech to Parliament.

Since the attack on Gen. Katumba, the following has been achieved: Seven (7) have been killed while resisting arrest; Eighty-one (81) have been arrested, and 3 have been killed by the bombs they were carrying. The 2 of today were, therefore, running away from being arrested

We have been hunting for them since the Katumba incident. Those killed since the Katumba incident are 1. Nsubuga Mohammed; 2. Manihaji; 3. Moses Mudasiri (the one of today); 4. Master Lubwama; 5. Juma Saidi; 6.Serwadda Juma; and 7. Amin Kawawa Mustapha.

The one who blew himself in the bus was Matovu Muzafari. Unfortunately, 3 people died in today’s incident apart from the 3 suicide bombers. The injured are 36. Apart from hunting the terrorists, the country’s strategy of vigilance (alertness), is helping to minimize damage.

The suicide bombers at both CPS and IGG offices were forced to detonate their bombs at the checkpoint of Police outside and also outside of the IGG office. Therefore, the public should maintain vigilance of checking people at entry points to parks, churches, mosques, markets, etc

The Police will issue guidelines regarding securing the check-points because the check-points are protecting the buildings and the occupants. We are working with the neighbors to deal with those operating from outside.

They have exposed themselves when we are more ready for urban terrorism. They will perish. Rural terrorism was defeated in 2007 in the Semliki National Park. I am referring to the dead terrorists as manipulated victims of confusion.

The real pigs are people like Nsubuga, the so-called Sheikh that confused young people at Lweza. If blowing oneself up will send one to Jaanaa, let him blow himself up as an example instead of manipulating young children.

Three (3) IED (Improvised Explosive Devices) have been recovered including the one of today. The terrorists invited us and we are coming for them.
