Vote counting and declaration of results are conducted at the polling station, in line with procedures outlined in the Electoral Commission’s Polling Officers’ Pocket Facts.
According to the handbook, once polling closes, the Presiding Officer oversees the counting of votes in the presence of candidates’ agents and observers. Ballot boxes are opened at the polling station, and votes are sorted and counted transparently.
Each ballot paper is examined and allocated to the respective candidate. Invalid ballot papers are identified and recorded separately, following the criteria provided in the handbook. The counting process is conducted openly to allow those present to observe each step.
After counting, results are recorded on the official Declaration of Results Form, which is signed by the Presiding Officer and candidates’ agents who are present. Copies of the declaration are provided to agents and displayed at the polling station as required.
The handbook further explains that sealed result materials are then delivered to the Returning Officer for collation at the constituency or district level. Polling officials are held personally accountable for the accuracy and security of results under their custody.
The Electoral Commission emphasizes that tampering with results, falsifying records, or obstructing the counting process constitutes a serious electoral offence punishable under the law.
