The Electoral Commission (EC) gathered members of the press today at its headquarters in Kampala to provide a detailed update on the implementation of the 2025/2026 General Elections Roadmap and to address stakeholder concerns as Uganda enters the final preparation phase ahead of the 15 January 2026 polls.
In a statement delivered by Justice Simon Mugenyi Byabakama, Chairperson of the Uganda Electoral Commission, the Commission outlined milestones it has completed under the roadmap since its initial launch and revision in August 2023 and July 2024, respectively. These included demarcation of electoral areas, updates and public display of the National Voters Register, SIG elections, and completion of nominations for presidential, parliamentary, and local government seats.
Justice Byabakama confirmed that 21,681,491 Ugandans have been registered to vote, with women constituting slightly over 50% of the electorate. He reiterated that the Commission remains focused on delivering transparent and credible elections, calling on all political stakeholders to respect timelines and legal procedures.
The briefing offered crucial clarity on the nationwide deployment of Biometric Voter Verification Kits (BVVKs) — technology designed to ensure that every voter captured on the register exercises one person, one vote. Byabakama said the upgraded kits will match fingerprints and facial data to registered records at each polling station, an effort to avert impersonation and multiple voting.
Beyond technology, the Commission also invited stakeholders to upcoming public demonstrations of the verification system, where party representatives, observer missions, and media would observe the kits in action before training concludes.
Justice Byabakama ended the briefing by urging Ugandans to participate peacefully in the electoral process and to seek information from official EC channels rather than unverified sources.
