KAMPALA – With Biometric Voter Verification Kits set for use in the January 2026 general elections, the Electoral Commission says voters should expect a verification step before receiving a ballot.
According to public guidance issued ahead of the polls, the BVVK will be used to match a voter’s identity against the National Voters’ Register. While the EC has not yet released the full polling day procedure, officials say the process will start with the voter presenting identification at the polling station.
The steps confirmed so far are:
1. Arrive at your assigned polling station with a National ID or voter location slip.
2. Present your details to the polling officials for verification using the BVVK.
3. Undergo biometric verification, which may involve fingerprint or facial matching against the register.
4. Receive a ballot only after successful verification, in line with the one person, one vote principle.
Electoral officials say the verification step is designed to reduce impersonation and multiple voting. Detailed timing, queuing, and handling of technical issues have been communicated as part of the EC’s official voter education campaign. Therefore, voters should follow instructions from polling officials and avoid assumptions about how the process works.
Voters are advised to watch the EC’s official channels for the final step-by-step guide and to arrive early to allow time for verification and to do not cause congestion at the polling stations after voting.
