The Electoral Commission (EC) received a major consignment of technology today when the first 60,000 Biometric Voter Verification Kits (BVVKs) landed at Entebbe International Airport, marking a key milestone in preparations for the 15 January 2026 General Elections.
Justice Simon Mugenyi Byabakama, Chairperson of the EC, led senior electoral officials in welcoming the shipment in the early hours of Tuesday morning. The BVVKs — part of a total order of 109,142 units — are designed to verify voter identities at polling stations nationwide using fingerprints and facial recognition, reinforcing the constitutional principle of one person, one vote.
Addressing journalists and airport officials during the reception, Byabakama said the new technology will help eliminate common irregularities seen in previous elections, such as multiple voting and impersonation. He also confirmed that each polling station will receive two kits to ensure continuity in case of malfunction or peak demand on polling day.
The kits arrived on a cargo flight late on Monday night and were offloaded before dawn, a logistical effort that involved EC technical teams and airport handlers. According to the Commission, the remaining 49,142 units are expected to arrive by the end of November 2025.
The deployment of the BVVKs represents one of the largest technological undertakings by the EC, reflecting a strategic investment aimed at enhancing transparency and public confidence in electoral outcomes.
Justice Byabakama urged the public to familiarize themselves with how the systems work and pledged extensive training for polling assistants and electoral officials ahead of the elections.
