The Electoral Commission (EC) has taken a major step in logistics preparations for the 15 January 2026 General Elections with the confirmed arrival of presidential and parliamentary ballot papers in Uganda.
In a ceremony held today at Entebbe International Airport, EC Chairperson Justice Simon Mugenyi Byabakama oversaw the offloading of tens of millions of ballot papers amid tight security. The shipment comprises ballots for the presidential election and directly elected Members of Parliament and was received in the presence of accredited representatives from political parties, election observers, and members of the media.
Justice Byabakama told reporters that the Commission printed slightly more ballots than the number of registered voters — currently 21,681,491 across 50,739 polling stations — to provide for voters who may accidentally or intentionally spoil a ballot on polling day.
“These ballot papers are clearly marked by district and distributed with an eye for efficiency,” Byabakama said. “We have invited political party representatives to witness the entire process so that transparency and accountability remain at the forefront of our work.”
According to the Commission, the consignment was labelled and organized by district to streamline further packing and dispatch operations. After airport clearance, the ballot papers were transported under security to EC warehouses in Kampala, where they will be stored securely until regional dispatch begins.
Byabakama added that a second shipment of parliamentary ballots arrived earlier this week, and a final consignment is planned for arrival on 26 December 2025 to complete the full inventory of electoral materials ahead of planned distribution.
The delivery and secure storage of ballot papers represent a critical milestone in the EC’s election calendar, following the completion of voter registration, display of the register, and nomination processes. It signals that the Commission is on track with logistical preparations as the country approaches its most technologically advanced election to date.
