UGANDA: Maj (Rtd) Jessica Alupo is Vice President, Robina Nabbanja the Prime Minister and Leader of Government Business

VICE PRESIDENT (designate)

In a Ple­nary sit­ting chaired by the Deputy Speaker of Par­lia­ment Anita Among on Mon­day 14th June 2021, Ruhinda North MP Thomas Tayebwa sec­onded by Bak­ab­u­lindi Charles, Work­ers Rep­re­sen­ta­tive mo­tion for a res­o­lu­tion of par­lia­ment to ap­prove Jes­sica Alupo as Vice Pres­i­dent of Uganda.

Alupo is a Dis­trict Woman Rep­re­sen­ta­tive for Katakwi and a re­tired soldier at the rank of Ma­jor of the Uganda Peo­ple’s De­fence Forces (UPDF). She first joined the cab­i­net as State Min­is­ter for Youth in 2009 and later served as Min­is­ter of Ed­u­ca­tion and Sports be­tween 2011 and 2015. 

Alupo has been in Par­lia­ment since 2001, how­ever, she lost her par­lia­men­tary seat in 2016 and made a comeback in 2021. 

Hon. Tayebwa asked the MPs to ap­prove Alu­pos ap­point­ment as the Vice Pres­i­dent given her ex­pe­ri­ence and per­son­al­ity which been tested and proven. He em­pha­sized that Alupo’s track record of ser­vice de­liv­ery would go along away to help the Pres­i­dent ful­fil the NRM gov­ern­ments’ agenda.

PRIME MINISTER (designate)

Kink­izi East Chris Bary­omunsi, moved a mo­tion for a res­o­lu­tion of par­lia­ment to ap­prove Hon. Nab­banja as the new Prime Min­is­ter of Uganda.The mo­tion was sec­onded by Hon. Betty Amongi Ak­ena

Bary­omunsi called upon the MPs to ap­prove the ap­point­ment of Nab­ban­ja’s say­ing that her lead­er­ship skill had been proven and tested given her his­tory of lead­er­ship and track re­cond in those lead­er­ship po­si­tions. 

Amongi emphasized that Nabanjja had all it takes to be a Prime Min­is­ter. She said that Nabbanja’s ex­pe­ri­ence and per­son­al­ity visa vie the roles of a Prime Min­is­ter is inseparable and that it makes a good replacement of the former. 

ALUPO (VP)

Upon approval by the August House, Alupo promised to work with every­one ir­re­spec­tive of po­lit­i­cal af­fil­i­a­tion, back­ground or oth­er­wise, for the growth and de­vel­op­ment of Uganda. 

“The time for pol­i­tick­ing has come to an end and I am there­fore count­ing on each one of you and in­deed all Ugan­dans to sup­port me as I em­bark on this very im­por­tant as­sign­ment,” she said.

NABANJJA (PM)

Speak­ing af­ter ap­proval, Nab­banja com­mitted herself to building on the foun­da­tion set by her pre­de­ces­sors. This will be done through strength­en­ing the link be­tween Ex­ec­u­tive and par­lia­ment,” said Nab­banja. 

 “I thank the peo­ple of Uganda for re­peat­edly trust­ing H.E Kaguta Mu­sev­eni and the NRM with the Man­date to lead this Coun­try. I be­lieve that with the vi­sion God has given him to em­bark on so­cial-eco­nomic trans­for­ma­tion the fu­ture of Ugan­dans will be se­cured” she added. 

Nab­banja fur­ther called upon the pub­lic and the MPs to pray and sup­port her as she em­barks on a new jour­ney. She promised to build on the foun­da­tion set by her pre­de­ces­sors by strength­en­ing the link be­tween the Ex­ec­u­tive and par­lia­ment.
