Electoral Commission Calls for Applications for BVVK Operator Positions

The Electoral Commission has announced a call for applications for the position of Biometric Voter Verification Kit (BVVK) Operator for the 2025/2026 General Elections. The deadline for submissions has been extended to Friday, 27th November 2025.

The BVVK Operators will play a critical role in implementing the Biometric Voter Verification System (BVVS), which will be used to verify voters during the elections. Each polling station will have one BVVK Operator deployed under the supervision of the Presiding Officer.
BVVK Operators will be responsible for:

  • Ensuring that the designated polling station receives two BVVKs, fully charged and ready for use.
  • Safely storing the BVVKs and restricting access to unauthorized personnel.
  • Supporting the opening and closing activities of polling stations.
  • Verifying voters and scanning ballots before issuance and counting.
  • Scanning election forms such as the Declaration of Results Form and the Accountability of Ballot Papers Form.
  • Adhering to data integrity and security policies.

Operators will report directly to the Presiding Officer and are expected to verify all voters and ballots at their assigned polling station.

Applicants must:

  • Hold at least an advanced ‘A’ level certificate from a recognised institution.
  • Be registered voters in the district of choice.
  • Provide a mobile phone number registered in their name.
  • Have knowledge of Android smart devices (advantageous but not mandatory).


Applicants are required to submit:

  • A typed application letter.
  • A comprehensive CV with three referees and their daytime contact numbers.
  • Copies of certified academic transcripts and certificates.
  • A copy of the National Identification Card.
  • Two passport-size photos.

Applications must be hand-delivered to the respective District Election Administrator. Envelopes should be clearly marked at the top with:
“Application for the post of Biometric Voter Verification Kit Operator.”

The Electoral Commission encourages all qualified persons to apply and reiterates that it is an equal opportunity employer. Shortlisted candidates will be notified for interviews at designated venues and dates posted by the District Election Administrators or Returning Officers.
